Cambodia PM : A Country Never Use Pretext of Fraud to Invade Another Nation

Phnom Penh (23 Sept 2026): Cambodian Prime Minister Samdech Thipadei Hun Manet stated that no country should use the pretext of combating technology-based fraud to infringe upon another nation’s sovereignty or seize territory, warning that doing so violates international law.

Speaking in Phnom Penh at an international conference on technology-based fraud, attended by representatives from major nations and over 20 organizations, Hun Manet emphasized that international cooperation must not be weaponized as a tool for aggression. While stressing that countries share a responsibility to educate citizens about overseas job scams, he urged global partners to harmonize legal frameworks, streamline extraditions, and share digital evidence.

Additionally, Hun Manet called for stronger operational partnerships between governments and commercial banks, telecommunications operators, technology platforms, and cryptocurrency exchanges to proactively detect illicit operations, block suspicious infrastructure, and freeze accounts linked to cybercriminals.
