Information Minister urges media to stop identifying victims’ faces
Phnom Penh (23 Feb 2012): Information Minister Khieu Kanharith has requested media this week to stop showing shocking photos of victims of violence and other accidents as it can be affecting their dignity.
In his Tuesday statement, the minister said it is immoral and unprofessional for posting any photo of a victim with clear face on newspaper and magazine affecting the victim’s right and freedom of the society.
The statement was issued after local newspapers and magazines, including their websites, have printed and posted the victims’ clear faces, especially female victims who got raped and accidents.
Many NGO workers hail the minister’s statement and say victims can file their complaints to the court for their faces appearing on mmedia.
Speaking in a round table discussion on “Rights to Freedom of Expression” organized by Cambodia Center for Human Rights in Phnom Penh on Tuesday, Mr. Sok Samoeun, Director of Cambodian Defender Project, said also said in such a case, the victim can file a complaint against media to the court. រដ្ឋមន្ត្រីក្រសួងព័ត៌មានទទូចឲ្យសារព័ត៌មានឈប់បង្ហាញមុខជនរងគ្រោះ

នៅក្នុងសេចក្ដីថ្លែងការណ៍មួយនាថ្ងៃអង្គារ លោករដ្ឋមន្ត្រីបានបញ្ជាក់ថា វាមិនមានសីលធម៌ និងមិនមានវិជ្ជាជីវៈឡើយចំពោះការផ្សាយរូបភាពណាមួយរបស់ជនរងគ្រោះដោយបង្ហាញមុខពួកគេច្បាស់ៗនៅលើទំព័រកាសែត និងទស្សនាវដ្ដី ដែលអាចធ្វើឲ្យប៉ះពាល់ដល់សិទ្ធិជនរងគ្រោះ និងសេរីភាពរបស់សង្គម។
សេចក្ដីថ្លែងការណ៍នោះបានចេញផ្សាយ បន្ទាប់ពីកាសែត និងទស្សនាវដ្ដីក្នុងស្រុក ដោយរួមទាំងគេហទំព័ររបស់ពួកគេផង បានបោះពុម្ព និងបង្ហោះរូបភាពជាបន្តបន្ទាប់ ដោយបង្ហាញមុខជនរងគ្រោះយ៉ាងច្បាស់ ពិសេសជនរងគ្រោះជានារី ដែលត្រូវបានគេចាប់រំលោភ និងរងគ្រោះថ្នាក់ផ្សេងៗទៀត។
ថ្លែងនៅក្នុងកិច្ចពិភាក្សាតុមូលស្ដីពី «សិទ្ធិចំពោះសេរីភាពនៃការបញ្ចេញមតិ» ដែលរៀបចំឡើងដោយមជ្ឈមណ្ឌលសិទ្ធិមនុស្សកម្ពុជានាថ្ងៃអង្គារដែរនោះ លោក សុក សំអឿន នាយកគម្រោងអ្នកការពារច្បាប់កម្ពុជា បាននិយាយថា ក្នុងករណីបែបនេះ ជនរងគ្រោះអាចប្ដឹងតវ៉ាដល់សារព័ត៌មានទៅតុលាការ។ លោកបន្ថែមថា ប្រសិនបើជនរងគ្រោះជាអនីតិជនវិញ នោះការផាកពិន័យកាន់តែធ្ងន់ធ្ងរ។ (ឆាយ សុផល/Cambodia News)
